Aug 2017 Board of Directors Meeting

Meeting called to order at 12:08pm.

Beauty Bay Lakewater Users Association (BBLUA) Update: BBHOA and BBLUA have been working with an attorney for an easement for necessary water lines going through BBHOA property.  BBHOA have also been paying insurance for the pump house.  The terms and language of the easement is almost finalized and BBHOA will recoup some cost for attorney fees and insurance from BBLUA.  Source of electricity for the pavilion is via the pump house and use has been granted by BBLUA.  An electrical outlet will be placed outside the pump house for ease of access.

A follow up meeting was set for September 6 @ 2:00pm.

Beauty Bay Drive Easement: Bill Braid and Barbara Christofferson visited the Department of Transportation on July 26 to make another request for a survey.  The surveyor is scheduled to visit the site in the next few weeks and survey property determining which areas belong to BBHOA and which belong to Floyd Flowers.  The Department of Transport will move fences and concrete blocks as needed.  The dedication of the easement as per earlier court case was not completed and Floyd’s granddaughter is working with an attorney to accomplish that.  Floyd’s granddaughter is working with BBHOA to help finalize details before the sale of the property.

Road Committee: It was noted that BBHOA does not have a formal road committee.  A large portion of the budget is for road maintenance and the Board of Directors unanimously agreed a road committee should be formed.  The committee should consist of at least three persons who are resident at Beauty Bay Estate.  Responsibilities will include, but not limited to, arranging snow removal and sanding in winter, dust control in summer, reviewing erosion issues, ditches and culverts.  It was determined that all roads in Beauty Bay would be included for snow removal etc. and not only Beauty Bay Drive.  It was also noted that this will incur a small additional cost however it was noted that the roads must be accessible for emergency vehicles, and for homeowners to get to work and be able to get their children to school.

Petition to change Beauty Bay Estate from “open range” to “herd district”:  After many encounters with livestock from the neighboring property wandering through Beauty Bay Estate and causing damage it was decided that we should petition Kootenai County to change Beauty Bay from “open range” to a “herd district” placing the responsibility of containing livestock on the owner.  The Board of Directors is currently working on a petition.

Fire Risk: Bill Braid contacted Firesmart® to explore options for reducing fire risk in Beauty Bay Estates. We were too late to have anything done this year.  Bill will work on a grant for funding for 2018 to help reduce fuels in the area.

The question was asked if we had any fire restrictions on burning yard waste.  E currently follow county restrictions however additional restrictions may be reviewed in future.

Dock: plexiglass has been installed by the dock gates to prevent individuals from “swinging around” locked gates. 

There is still an issue with individuals not locking the dock gate.  New locks are to be installed that will automatically lock when the gate is closed. 

Bill reported the light on the dock has been out for some time.  Angela will contact Avista to look at options for Avista to replace and maintain the light.

Barbara proposed reinstating some form of ID for homeowners and renters using the dock and common area.  The board approved and Barbara will investigate options.

Insurance: begin insurance shopping early in 2018 for an improved insurance policy to include the pavilion and “Directors & Officers” insurance.  The current insurance company does not offer the latter.

HOA Dues: it was unanimously approved to raise HOA dues from $145.00 to $165.00 per lot to help with cost of living increases and also increased road maintenance.  The dock fees will remain at $150.00 per year to cover general maintenance with the prospect of a special assessment in the near future for major dock work.

It was discussed that a new method of assessing dues would be needed in the future with some homeowners consolidating their lots. Homeowners will be invited to provide input.
