MEETING MINUTES

Attendees: Renee, Joe, Wayne, Fred, Patty (remote by phone)

Called to order 1:00 pm

Board discussed the status of the petition for the right-of-way exchange.  As of January 20, 2020, BBHOA has been approved by the East Side Highway District to have the exchange finalized. The East Side Highway District is preparing the deeds to be signed. Once they are prepared all parties will sign and it will be recorded.

The Board had previously planned to put in a new row of mailboxes for homeowners who needed mailboxes. In an effort to preserve funds we did not move forward unless we had 80% of the boxes accounted for. At this time we have 5 people on the waiting list. If we can get 2 more people we can move forward with this project.

The Board discussed continuing to preserve the beach and suggested asking volunteers to a rock throwing party to restore some of the sandy beach before the water begins to rise this spring.  The Board set the date of Saturday Feb 21st at 10am. An email will be distributed to the membership.

Board discussed the Canfield culverts. Renee examined the property and confirmed that two culverts were installed as required.

Renee contacted the lawyer BBHOA with whom BBHOA has worked in the past, Erika Grubs. Erika is taking a leave of absence from legal projects. She referred Renee to Megan O-Dowd, the same attorney that Verdis had also recommended. Renee contact Megan who said she would be willing to work with the BBHOA for review of the by-laws. Megan quoted a cost of $250/hr for attorney, $95/hr for paralegal, billed monthly. She said she would delegate some activities to a paralegal where possible to conserve cost.  Megan specializes in Real Estate law.  The Board agreed to retain Megan O’Dowd as the attorney to review the By-Laws amendment.

The email sent earlier to the homeowners asking for volunteers to work on the By-Law Revision Committee was responded to by only Debbie Bridges and Barb Christofferson. Renee met with Debbie and will meet soon with Barb to review their recommended changes.  Renee noted that there are inconsistencies in the By-laws regarding the definition of Common Areas, and will be a focus for the attorney to address, especially in regard to the use of the Common Areas by renters. 

The Board discussed other items to ensure the By-Laws address in a clear and consistent manner such as ensuring new septic systems are approved by the County (incinerators or “Eco-Johns” are now approved by the County) and which animals are allowed as pets.

The Board will meet again when Renee has gathered the recommended changes to the by-laws by Debbie and Barb.
