Agenda Item: New Street Signs
Discussion: Renee ordered new street signs for E. Beauty Bay, E. Scenic Bay Artesian Way, and Ridgetop, as well as a No Outlet sign and 2 new 15 MPH speed limit signs. They should be ready within a couple of weeks and the cost was $367.77. We’ll need a work party to get the new signs up and will need one new metal sign post.
Next Steps/ Action Item/ Vote: Becky will send a reimbursement check to Renee. Work party will be schedule once we have the signs.
Agenda Item: Additional Parking Space Proposal
Discussion: Renee explains that the parking proposal was never officially concluded, so warrants some discussion.

Beach/Dock Committee: Cheryl Nowoj, Wayne Christofferson, Carri/Chris Briner

Chris has consulted with a landscape architect to get guidance for how to proceed with our receding beach front. The architect is contacting the county to see what our next steps should be. One possible idea is to build a retaining wall, preferably with natural looking materials.

No new news. The marina was just surveyed, which should be posted soon. Renee will communicate with other committee members.

Road Committee:Tim Ochoa, Cory Bridges

Tim mentions that the Lyons have improved the drainage of the area where there road meets Beauty Bay, which should help alleviate damage from run off in that area. Tim suggests waiting until spring to do road repairs.
Agenda Item: Remaining work for old red bath house
Discussion: Joe says all cement is gone, except footings. There are a couple of pipes to be ground down, and Dan volunteered to do this.

Agenda Item: Community member use of skid steer on HOA roads to do maintenance
Discussion: Dan expresses concerns about non-qualified community members doing road maintenance. He cites Scenic Bay as an example, explaining that although the road is smoother and seems better at first, since drainage isn’t dealt with, road conditions end up becoming worse than they were to begin with. Joe suggests that the Road committee come up with a statement that requires community members to follow proper road maintenance protocols (material, drainage, clearing of ditches, etc.) when working on roads. Becky adds that it would be nice if people had to obtain approval.

Agenda Item: Avista clearing of trees
Discussion: Renee explains that Avista received approval from the board last January. A 3rd party was hired by Avista to assess and then clear out any trees that pose a threat to the electrical lines. Three power poles have also been replaced. All agreed that the work looks good.  It’s noted that there is one area where a threatening tree still remains, and it is assumed this is because the homeowner has been hard to reach and permission is needed in order for work to be done. The work should be concluded in the next few weeks.

Agenda Item: Condition of Beauty Bay Drive
Discussion: Barbara and Wayne Christofferson texted Joe with a concern that construction/paving vehicles may be the cause of the washboarding and deterioration of Beauty Bay Dr. They would like to know what the road committee is doing to mitigate this. Has the committee required bonds? They believe the work being done on home construction and paving roads should shoulder the cost to keep Beauty Bay Drive in the best condition.
Wayne reiterated his concerns during the meeting, stating that the washboarding at the Bottom of E. Beauty Bay Dr is much worse than it has been in the past. He is also worried that the condition of the road will be a safety issue this winter. 
Renne says that there has been a lot of work done throughout the community in the past year, and really no one company would ever claim responsibility for the damage. 
Dan cites a study by the University of Toronto that explains the 4 major causes of washboarding: driving habits (they recommend a speed limit of 5mph), lack of moisture, poor gravel quality, and lack of crown on the road. Weight and size of vehicle do not matter.
Tim adds that he found research that states it is vehicle speed and acceleration/ change in speed that cause washboarding. This area is a particular challenge as the area can’t be crowned easily, so will most likely need continual maintenance. 
Joe mentions that renting a road grader or box scraper could be an option to do a little work before the winter.
Tim poses the idea that we could all pitch in and pave a bottom portion of the road.
Joe says the potholes are a constant issue and that filling them with gravel actually erodes the edges and makes them worse.
There are load limits on 97 that trucks need to abide by, so when restrictions are in place they won’t be using our roads either.

Discussion: Renee asked if the Architectural Guidelines are on the website? Becky does not know, but will check. Wayne said that he couldn’t access them and needs his password reset.
Next Steps/ Action Item/ Vote: Becky will check the website (and get the Architectural Guidelines uploaded if needed) and reset Wayne’s password.
Agenda Item: Mail
Discussion: Dan noted mix ups in the mail. Wayne informed us that Lilly is our new permanent mail carrier.Dan said he plans to bring this up to the post office.
