BOARD OF DIRECTORS TRANSITION MEETING
MINUTES
September 26, 2020
Attendees: Renee Bordelon, Joe Rush, Fred Henkel, Wayne Christofferson, Dan Sturgis, Tim Ochoa, Patty Bordelon
Called to order at 11:06 am
Renee asked retiring Board Members for issues they believe are still open for Board consideration and action.
Wayne stated that there are still questions related to the BBHOA bearing the cost and liability of the Beauty Bay Lake Water System Users Assoc (BBLWUA). Patty said she received this note from Bill Braid on September 1, 2020: “I am putting a check for $2,000 from the Beauty Bay Lake Water User Assoc. It was a bill that Angela Brown found. It was originally for $4,000. We have paid $2,000 so far. This will pay off our debt.” The Board asked these questions: Is this in fact the final payment for the BBLWUA? Has the Lake Water System obtained their own insurance for the pump house and system? Is the pump house and system still on BBHOA insurance? Action: 1) Patty will contact the insurance company to confirm if pump house is still on the BBHOA insurance and will look at past records and/or contact Angela about past correspondence. 2) Renee will follow up with Bill regarding any easements filed and ask for certificate of insurance showing the LWS has obtained insurance.
Renee said she talked with Rod and Gail Rogers about the slash pile discussed at the BBHOA Annual Meeting. The Rogers had been contacted previously and had said their chipper had broken. They repeated that excuse to Renee. They have purchased chippers which continue to break, which they then return for replacement. The Board determined the next step is to send a letter to the Rogers stating if the pile is not gone by a particular date, the BBHOA will have it hauled away at the Rogers expense. Action: Patty will draft the letter for Board signature.
Joe asked if the BBHOA would like to reach out to Fire Smart again about cutting back the ocean spray plants. Fire Smart was out of funds last year, but perhaps will have new funding for this year. There is also a company in Spokane that has advertised free assessments to clear weeds. Action: Renee will contact Fire Smart.
Joe stated that Joe Ormande has ongoing questions regarding a boat slip previously assigned to his property. It has been explained to Ormande, by Angela in the past and Joe and Renee more recently, that when the property went into foreclosure (prior to his purchase), and defaulted on boat slip fees, the BBHOA voted at an Annual Meeting to assign the boat slip to the first member on the waiting list. The open question is to which member/lot was that boat slip assigned? Action: 1) Patty will research the BBHOA files to determine who was assigned the boat slip. 2) Renee will research title to ascertain dates of foreclosure and Ormande’s subsequent purchase. 3) When the facts have been confirmed, a letter will be written to document the timeline of events and mailed to Ormande.
Renee announced that the ESHD has produced the Deeds to resolve the right of way matter. The bill of Susan Weeks’ fees is $2,500, the cost of which will be shared by BBHOA and Tammy Dolittle. Currently, the BBHOA owes Tammy $1,177 for the cost of obtaining the Quiet Title.
Renee made the motion for BBHOA to pay the $2,500 directly to the ESHD, and have Tammy reimburse the BBHOA $72. Joe seconded the motion. Motion passed.
Renee said that Tammy has two prospective buyers who have expressed interest in discussing their proposed projects with the Board. Renee asked how the Board would like to respond to requests for meetings and discussion. The Board discussed and determined that the Board will tell all prospective buyers that the Board can not speak on behalf of the members of the Association as to whether they would support any potential project. The Board will ask for written, detailed proposals that they can then take to the membership.
